There has been little or no need for subcommittee action on routine matters such as agreed basic statistics and the xeview of substa.ntiere reports. There is little justification to maintain the subcommittee on a stand- by basis to meet potential problems that seldom arise or that can be equally well handfed by less formal coordination.
