statements and decided that there was no specific need to make these into

so directed the Subcommittee. The BIC did not so direct.

U. Special Coordination Functions
The Subcomuittee met on l February 19b2, at the request of the
Executive Secretary, USIB Committee on Exchange, to establish a US intelligence
community position on the Soviet proposal that the US receive a Soviet delegation
in the field of thermal electric powerplants and high voltage transmission lines
in return for the Soviet agreement to receive the long plarmd. US delegation
on hydroelectric powerplants and high voltage transmission lines.
It was the conclusion of the Subcommittee that, because of the potentially
great USSR technical gain, compared to marginal US technical and intelligence
gains, the proposed exchange would be appropriate only with safeguards (such as
prebriefing of US nationals who would talk with the Soviets on the production
and installation of thermal electric power of generating equipment) which would
limit the Soviet technical gain. The exchange has not yet taken place.
9. Evaluation of Role of the Subcommittee
The Subcommittee?e responsibility continues to remain outside the main
intelligence activity in the field of electric power. Research on targeting of
electric power facilities is undertaken to a large extent by the Air Research
Division of the Library of Congress, under contract from the Air Force. The
Office of Research and Reports, CIA, participates in subcommittee meetings of
the Joint Atomic Energy Intelligence Committee and submits extensive reports on
electric power to them, but these are also outside the purview of economic
intelligence.
