ACTIVITIES DURING FY156
Research Deficiencies
During the early part of the year attention was given to the
Survey of Priority Research Deficiencies for Electric Power in the
Sino-Soviet Bloc* This Survey (1;.YSF-Da44) was completed by a Working
Group and was approved by the Subcommittee at a formal meeting on
7 March '56. The acquisition of intelligence material to meet these
deficiencies is to be continued through the channels presently used
by the represented agencies doing substantive research in the field
of electric power.
At the meeting of 7 March consideration was given to a similar
survey on Solid Fuels. It was decided that Subcommittee action
was not warranted since CIA is the only participating group presently
doing detailed research on Solid Fuels in the Sino-Soviet Bloc.
Maintenance of Agreed Basic Statistics
With respect to "agreed statistics," it is the consensus of
the Subcommittee that at present the only statistics warranting
consideration are those for national annual production for both
electric power and solid fuels. Such statistics are maintained by
the participating agencies doing detailed research and they are
coordinated at the working level when required.

pecial Coordination Functions
On request of the IAC Standing Committee on Exchanges, the
Subcommittee provided information and recommendations on Proposed
US-USSR exchange delegations on Electric Power, and on Peat and Coal*
in both cases, Working Groups of the Subcommittee prepared suggested
USSR itineraries and provided technical consultation to the IAC Standing
Committee on Exchanges.
The small number of staffs doing detailed substantive research
AFOIN, Office of Chief of Engineers (Army), and CIA for electric power,
and CIA only for solid fuels -and the fact that there is continuing
informal contact between the analysts of.these staffs on matters of
common interest reduce the need for frequent formal meetings of the
Subcommittee. Only one formal meeting was held during the year.
However, the Subcommittee provided a convenient and effective means
for determining, on short notice, the opinion of the represented
agencies. This was well illustrated in the matter of the exchange
delegations.
FUTURE .PROGRAM
No specific plans have been discussed by the Subcommittee as r
whole concerting its future program, but it is intended to make such a
discussion the principal order of business at a meeting to be held in the
early fall.
