Activities of the Subcommittee During Fiscal Year 1971

Review of the Intelligence Product in the Subcommittee's
Field of Competence
None.

Research and Collection Deficiencies

Review of Substantive Papers

4.
Review of Proposals for External Research
The Subcommittee reviewed and concurred in three
proposals for external research:
(a) On 27 January 1971, a proposed amendment to the

8. Special Coordination Functions of the Subcommittee
None.
9. Evaluation of the Role of the Subcommittee
The Subcommittee serves a useful function in its ability
to evaluate proposals for external economic research on an
ad hoc basis. It also provides a'formal mechanism through
which the community can undertake coordination of certain
economic activities such as exchange proposals, NIE post
mortems, etc. Any further extension of activities by the
Subcommittee, however, should be carefully weighed in the
light of the high "opportunity cost" of the members time.
B. Future Programs of the Subcommittee
The Subcommittee intends to pursue its present course.
C. Changes in Membership

of the Su committee on 3 Au ust 1970; the Secretary of the 25X1A9a
25X1A9a Subcommittee, , had been acting as Chairman
during absence on temporary duty.
2. J. Dale Pafenberg of the Threats and Capabilities
Division of the Directorate of Intelligence Application (AFNIAKB)
was,ad'ded.as Air Force member. of the Subcommittee on 15 June 1970.
3. Paul Gekker, the Federal Reserve member, died on
16 January 1971 and his place on the Subcommittee was taken by
John F. L. Ghiardi.
