1. CRITICAL DEFICIENCIES
A. Productivit of Labor
(Past efforts to meet this deficiency have concen-
trated almost exclusively on basic labor force
aggregates for the various countries. For the USSR
and European Satellites, this phase of the research
effort is nearing completion: The statistical hand-
books and census results released by those countries
have provided Census with sufficient data to prepare
basic labor force reports on each country, and these
reports have either been completed or are in process.
The detailed industry data required for an intensive
auai?vais or latLr productivity has yet to be cormpilcd
for many of the countries. Moreover, statistics
appearing in handbooks or announced as census results
are seldom accompanied by adequate definitions and
explanations, without which international comparisons
are virtually impossible. Census and CIA are devoting
an increasing amount of their research effort to these
two problems. As for the Asian Communist countries,
the paucity of data continues to restrict t major
research effort to the estimation of basic labor

1. CRITICAL DEFICIENCIES
A. Productivity of Labor (Continued)
Bo Population and Manpower Resources of Regional
and Urban Areas
(Except for recurring studies, the major research
effort to meet this deficiency is being concen-
trated on Communist China. Official statistics
published by the USSR and the European Satellites
have in recent years provided satisfactory tratit.iala
on population and manpower resources of regional
and urban areas, although important gaps still
remain. Materials on North Korea and North Vietnam
are scarce and of low quality.)

II. OTHER IMPORTANT PROBUW
A. Education and Training of the Labor Force
(An adequate assessment of the manpower resources
of the Sino-Soviet Bloc must consider the qu ity
as veil as the size of the labor force. Moreover,
major changes occurring in the educational system
of manv Bloc countries may have a profound impact
on their future manpower potential)
B. Conditions of Work
(CIA and Labor are concentrating their research
efforts in this area on the USSR)
