CRITICAL DEFICIENCIES A. Productivit of Labor (Past efforts to meet this deficiency have concen- trated almost exclusively on basic labor force aggregates for the various countries. For the USSR and European Satellites, this phase of the research effort is nearing completion: The statistical hand- books and census results released by those countries have provided Census with sufficient data to prepare basic labor force reports on each country, and these reports have either been completed or are in process. The detailed industry data required for an intensive auai?vais or latLr productivity has yet to be cormpilcd for many of the countries. Moreover, statistics appearing in handbooks or announced as census results are seldom accompanied by adequate definitions and explanations, without which international comparisons are virtually impossible. Census and CIA are devoting an increasing amount of their research effort to these two problems.
