a. Research Deficiencies.
The current statement of Priority Deficiencies of Reseaurnh in
the field of population and manpower in the Siuo-Soviet bloc was approved.
in lib 1954. Two critical deficiencies were list : pres9 activity of
labor, and population and r8abnpower resources of regional and urban cress.
The research programs of member agencies have for the past 6 years been
directed to meting thecae: deficiencies. The failure of Bloc countries
to provide output amd a mploymeut data in sufficient detail continues to
1mpaede the making of satisfactory labor productivity studies. However,
the rarae.rcb effort of past years on the U$ R as well as the Increasing
mount of literature on the abjeet mating from theta USSR have enhance,
the likelihood of successful research in depth in this area of critical
deficiency. Accordingly, Census and CIA a devoting an increasing amount
of research effort to more detailed distributions of employment to pave the
way for more intensive analysis of 1 bor productivity. The preparation of
estimates of population and manpover resources for reSioDU and urban ads
in all bloc countries -? of critical importance for military intelligence
is proceeding. For the WISH,, these efforts have been greatly a1&4 by
data made available from the 1959 census of population.

bility of adopting "agreed basic population statistics" for other countries.
The paper presenting the "agreed basic population statistics" for
Siuo-Soviet Bloc countries is now being reviewed by Subc nitteee members
and will be forwarded shortly throw the EXC Secretariat for pa alicat,ion.

and their *Wncies with research problms, technieiues, and findings on
problems of mi tua& concern
B. Future Proaram of he Sub i tee
The Subcs ittees plans to end in the following major activities
during FT 1961
1. To review the current statement of Agreed Basic Population Statistics.
2a To continue the annual review of agency reserir h problem and external
research propovats, in order to avoid duplication of effort0
3. If appaopriste, to discuss and assess the intelligence impliiiatione
of census data which presumably will be relmased by the USSR and some of
the satellites during F! 1961,
