Maintenance of Agreed BasicStatistics There have been informal discussions am--ng some Subcommittee members on current agricultural production statistics of Bloc countries. In most cases there has been substantial agreement. 6. Projects Undertaken at the Request of the EIC or Proposed to the EIC None. T. Intelligence Research Techniques There was no discussion of research techniques by the Subcommittee during FY 63- 8. Special Coordinating Functions of the Subcommittee Specialists from the Department of State, the Department of Agriculture and CIA have regularly discussed the effects of weather on crop produc- tion in the Bloc countries. The ABC coordinated a proposal which would not allow the USSR Exchange Delegation on Irrigation and Reclamation to visit plants and installa- tions clearly out of character with the Exchange Agreement. As evidenced by the lack of activity by the Agricultural Subcommittee as a whole, it is felt that the ABC has been, in general, an unwieldy medium through which to accomplish regular coordination on substantive matters. Close and frequent interagency collaboration on an informal basis on matters of mutual interest has proved to be much more effective. B. Future PrOEram of the Committee Because of the importance of weather to agriculture and food production, it is recommended that a member of the Foreign Area Section of the Climato- logy Services Branch of the Office of Climatology, Department of Commerce, be invited to become a member of the Agricultural Subcommittee. No changes in the functioning of the ASC are contemplated for FY 64+. The Subcommittee should continue to identify gaps in research and collection, approve external research projects, serve as a coordinating body for all Approved For Release 2000/09/01 : CIA-RDP82-00283R000200190013-2 Approved For Releas& O00/09/01 : CIA-RDP82-00283E 0200190013-2 page 3 of Attachment No. 1 agencies and departments having responsibilities in food and agriculture,, and serve as a clearing house for information and data on western countries which could be useful in appraising developments in the Sino-Soviet Bloc, The Subcommittee should be alert and discuss significant developments, activities and situations in the field of food and agriculture throughout the world e 25X1A9a Secretary }-'1?C Subcommittee on Agriculture Approved For Release 2000/09/01 CIA-RDP82-00283R000200190013-2
