(In Dec'63, Ex Sec, USIB, requested report an how EIC in the past had
implemented the PNIOs and actions taken or planned with respect to
future implementation. New formulation of P'NEIOs (Feb'64) specifically
identified problems within the context of PNIO and identified prifical-
d(ific.ient:ies with respect to the problems that appeared to require
exceptional collection effort. Corrective measures will normally be
implemented by member agencies, within their respective areas of
responsibility, through their own facilities)
Production:
Produce, as approp(riate, interdepartmental economic intelligence on
subjects which transcend the competency of a single dept. or agency.
Coordination: Arrange, as appropriate, for coordination of individual
IB agency reports deemed of sufficient national security importance to
warrent solicitation of concurrences from the reps of other IB agencies.
Review needs for economic research and analysis pertaining to foreign
areas and of importance to the national security and develop ways in
which recognized deficiencies could be corrected. i

Shipbuilding
The Chairman of the EIC through liaison with the Chairmen of SIC,
GMAIC, and JAEIC shall seek to avoid unnecessary duplication and
shall ensure that adequate attention is given to the economic aspects
of intelligence questions in areas of joint or overlapping concern.

To recommend S & T intelligence objectives within the over-all
national intelligence objectives, establish relative priorities on
substantive needs, review the scope and effectiveness of collection
and production efforts to meet these objectives, and make the
necessary substantive recommendations to the depts. and agencies

appropriate remedial action, and to recommend to the IB remedial
action beyond the authority of the SIC. (d)
To provide staff support, as required by the IB, for international
conferences on S & T intelligence. (f)
-----? INTER-COMMITTEE COORDINATION RESPONSIBILITIES:
The SIC shall share with the JAEIC, GMAIC, EIC and other appropriate
IB committees responsibility for the coordination of areas of joint or
overlapping concern. Care shall be taken to avoid undesirable dupli-
cation in activities and also to ensure that no important scientific,
technical or economic intelligence mater is neglected or escapes
attention by falling between areas of established separate committee
activities. The chairman of each of these committees shall be respon-
sible for ensuring liaison and coordination with the other committees
involved on any and all matters of joint or overlapping concern.
Because of the close relationship of the SIC, the JAEIC, and the GMAIC,
close coordination is imperative. The SIC should take the initiative in
ensuring that such coordination is effected in areas of joint or overlapping

concern. This does not imply that SIC should have a supervisory role
over the normal activities of JAEIC and GMAIC in their respective fields

ments and of the distribution and processing of economic intelligence
information as may appear useful and develop ways in which improvements
