1. began the EXCIL meeting by reminiscing in view of the
fact that recently retired, would be receiving
an award today. Other matters touched on included:
25X1A Mr. Helms briefed the NSC on Hanoi's state of mind.
This was the meeting attended by Ambassadors Bunker,
Bruce, and Habbib.
Adm. Gaylor is leaving NSA after only one year to
play key role in support of Adm. Zumwalt, new CNO.

DDI and OER briefed Senator Goldwater on North
Vietnamese infra structure.
Messrs. and Cline lunched--Cline picking up
Pentagon money in support of State Maternal Research.
Fitzhugh Panel on reorganization of Pentagon has
been submitted to the President. Panel was briefed
by among others in CIA.
State budget officer is recommending to the Under
SecState the retention in State of the Geographic
Attache program.
NPIC last year processed 6j million linear feet of
film, a 20% reduction from previous year.
