STAT 2. 1 generally concur in comments and his
suggested changes have also been incorporated in the attachment.
With regard to the first paragraph of his memorandum, let us steer
clear of the word "appointed" as it relates to consultants.
3. With regard to OLC's comments, "July" should remain since
the Form 503 has to be prepared prior to the end of the fiscal year,
i.e., 30 September,
4. Again with regard to OLC's comments, since the Director
himself approves the hiring of a consultant, any request for a
consultant who is also an annuitant will receive the Director's
personal approval/disap roval. There need be no policy statement

5. We have made an addition to paragraph 1. a. (2) (c)
regarding the compensation limitation of a federal civilian
