Approve "Fp'Ibarseeg10(12/01/ ':!CIA RDP82-009 RQ00200060034-1 19 October 1971 SUBJECT: Non-Competitive Appointment of Agency Employees to Positions in the Competitive Service 1. I telephoned Mr. Stan Berg at the Civil Service Commission (101-26286) to inquire as to the status of action toward obtaining an Executive Order. 2. Mr. Berg said he was embarrassed to answer my inquiry. He said that he has in fact been unable to move ahead for lack of manpower in his own unit. The one employee who will work on our proposal has been concentrating on a similar request from AID. Stan said this was necessary because "they asked for it first." Also -- they (AID) are "up against losing some numbers of people." Mr. Berg indicated that there was some more hope for action now because he has just recently filled a vacancy which he had carried in his unit for some time. He stated that this has been a big season for legislation and he wishes he had more staff to handle it. 3. I told Mr. Berg that I was somewhat concerned in that the question of such an "agreement" had come up several times in past years without the issue being resolved. I told him I felt that it is important this time to carry the proposal forward to completion. Stan expressed his agreement, indicating that he, too, is concerned. He has simply been unable to give our proposal the necessary attention due to other priorities. 4. I said I would pass this information on to D/Pers. I also asked Stan to call on me if there is anything we can do to help move things along. I observed that it was good at least for us to know that there is no substantive problem thus far in connection with our proposal. Stan confirmed this and said there is nothing we can do to assist him at this point.
