SUBJECT . Potential Resignation from C.I.A., Reasons Therefore,
and Request for interview
1. Your recent invitation to employees to express their concerns
about the Agency directly to you has prompted this paper. Lack of policy
direction and questionable integrity in our position classification and
position management programs are problems which trouble me. I believe
that those programs are necessary, need reinforcement and are worthy of
your review with intent to assure their effectiveness.
2. I am making efforts to find employment elsewhere in the Govern-
ment. There is reason to believe that these efforts may culminate in
the near future and that I may be leaving C.I.A. by mid-summer.
3. The attachment to this memorandum provides only an outline of
the matters which trouble me. An opportunity to discuss this paper with
you, or Mr. Knoche will be greatly appreciated. I am located in the
