Each Career Service should annually devise its own mobi
and rotation plan and report to the Deputy Direetor concerned
'progress made. Me point here is to get them to routinely do soa':ee-
thia and have the Deputies review and post-audit their actions.
b. Provision be made for Career Service ead>a to negotiate
transfers across Career Service lines with Deputy Directors andd,
cutive Director-Comp-troller resolving controversies an re-
quired. (This is nothing unusual, but engineering a climate f'acili-
tati.n actual efforts in this direction is beAly needed, however
difficult.)
e. The Director of Personnel should provide better job coun-
seling service and be required to negotiate a change in assignment
for an eeaployeee whenever the Director of Personnel believes that
the emplayee is a potential loss or can be used more advantageously
in the Agency. (I believe the time is not yet right for the D/Fers
to uni,l.aterally, invoke actions compelling the reassignment of ins i-_
vid ,ls against the wishes of a Career Service or Career Services.
It may be that we can do this later on after first establishing a
more favorable climate for moving people across Career Service lines
than x w exists.. In any event, this subject deserves careful
separate development, that can, probably beat be rationalized in
connection with can i mployeees' Services Center.)
