I would think that the subject of numbers of supergrade personnel would be an area where we could follow common standards. The Office of Personnel has informed me that the Agency has a very generous number of supergrade positions. I feel the Agency is subject to criticism if it ranges too widely from general standards where it is not justified, and that in the upcoming revisions of the National Security Act and CIA Act, we could lose our independence if we have abused it. I recommend the consideration of adding the following phrase after the sentence, "Such recommendations will be based on evaluated here position requirements" in paragraph 23. ?L. (2): " conforming w possible to the basis for grading positions generally applicable to the general schedule." It seems to me that this language would retain sufficient flexibility for the Agency, while declaring our intent to follow general standards if we can.
