Attached is the FPM on the SPS
positions. CSC has no restriction
as to total amount of money involved
. . only the grade structure.
I'm told by our people that insofar
STATINTL as can be recalled the money limits
in our Regulations - were
put in by finance people . . . pre-
sumably PPB. However, we now
actually control by ceiling and as
far as we are aware, there is no
reference to total monies expended
on 3PS. If you have no require-
rents along this line, i.e. total
STATINTL money, I propose we eliminate the
comments i ginning with
"to provide limitations etc."
We can end the paragraph with "Any
increase in Agency ceiling . .
approval of Director of Central
Intelligence . ." plus any com-
ment you would have relative to 01+3
influence on the ceiling. This
would require an editing of sub-
paragraph (i). If you would want
to give me informal editings over
the phone, I'll work up a draft
revision for your "official infor-
mal"! review.
