We have searched the FPMs and Standardized Regulations on subject matter and find nothing addressed to that specific location. Listed below are a number of FPMs which treat Overseas Differentials and Allowances, Transportation and Subsistence and Home Leave . . . all 25X1A of which notes on "continental limits." There is a law, referred to as the which provides for the administrative makeup of 25X1A the government of some of the benefits of employment by that government, etc. . . which incidentally provide for home leave every two years. How that is interpreted for individuals employed by the U.S. Government for U.S. Government purposes, I don't know, but suspect there is some reading on the law which would give this benefit. 2. FPMs do not address themselves to the taxability of allowances. Again I would suspect there is some special law or rulin similar to the ones which give certain benefits to personnel 25X1A 3. The wording of the FPMs would indicate to me that the responsi- ble agency, executive agency it is usually called, forould have 25X1A these answers at fingertips, inasmuch as the readings in is e the rate of 25X1 C fits are established by that agency.
