Length of Overseas Tour Served
The Agency's average length of tour served was 26.0 months, slightly
more than two months longer than the average tour agreement time of 23.8
months. The tabulation below shows the average length of tour (in months)
served by the returnees in the five geographical areas.

Personnel in the Support Career Services, excluding the Communications
Career Service, served on the average longer tours throughout the world than
did the personnel in the other Career Services. Among the five geographical
areas, the shortest average length of tour was 23 months (Africa) and the
longest was 27 months (Europe). This longer average length of tour for the
European area properly reflects the more stable operational and climatic
conditions in this area and its usually more desirable living conditions for
U.S. nationals. Four per cent of the returnees from European posts had
served in that area for from five to eleven consecutive years. The average
length of tour for both the African and Near East areas would be somewhat
lower were it not for the fact that longer tours at more desirable posts
within these areas tended to offset the shorter tours at the less desirable
posts. Gradewise, there was no appreciable difference between the length
of tours served by Agency middle and senior grade officers in comparison
with the tours served by the clericals and junior professionals.
A significant number of Agency employees served two or more consecutive
tours at their overseas post. In fact, over four per cent of the group
studied served from five to eleven years at one assigned post. On the other
hand, as shown below, approximately sixteen per cent did not complete their
tour agreements; they served tours ranging in length from one to twenty-three
months with an average length of tour of 14.3 months. The average length of
time that all employees remained at a given overseas post, regardless of the
number of tours served and home leaVe taken, was 29.4 months.
