SUBJECT : Time-in-grade Requirement for Promotions
In our instructions to the various panels being
established in the Career Services, I would hope we
could include some language which prevents the growth
of rigid time-in-grade requirements before people can
be considered for.promotion. Obviously, some time in
grade is in most cases appropriate, but I do think the
panels should be required to look at all personnel in
a certain grade level and not arbitrarily exclude all
those with less than a year (or some such figure) in
grade. Could you comment?
