posal to remove from subject form the applicant's option to
defer completing it unt' f his physical examination.
She presented a copy of memo to D~Pers of 15 May
1972, with OMS concurrence and D Pers approval. None of these
papers in hand contain evidence of consideration of the basic
question of invasion of privacy (which had been the root cause
