SUGGESTED REVISIONS IN H.R. 13303
Amend paragraph (a)(3) of the proposed section 552a to read:
"(3) maintain an accurate record of the names and addresses
of all persons to whom any information contained in these
records is divulged and the purposes for which divulgence
was made, or if any record is divulged to another agency
of the Government, maintain an accurate record of the
organizational designation and address of the recipient
office and the purposes for which divulgence was made;"
Amend paragraph (a)(4) of the proposed section 552a to read as
"(4) permit any person to inspect his own record (except
any record or portion thereof.. which pertains to another
person) and have copies thereof made at his expense,
which in no event shall be greater than the cost to
tLe agency of making copies;"
Amend the proposed section 552a by deleting paragraphs (a)(5) and
(a)(6); and substituting the following:
"(5) maintain information of any kind in any record with that
accuracy, completeness, timeliness, and pertinence as is
necessary to assure accuracy and fairness in any determi-
nation relating to the person to whom the record pertains
which may be made by the agency on the basis of the
information, and whenever the agency corrects or removes

erroneous inrmation about a person in a recd, not1fy all
agencies and persons to whom the erroneous information has been
previously transferred or disclosed from the record of its
correction or removal;
(6) if a?person disputes the completeness or accuracy of
any information in his file, within a reasonable period
of time, review the record and
(A) if the review so indicates correct or augment
the record as appropriate, or
(B) if the accuracy or completeness continues to be
in dispute, and unless there is reasonable-grounds
to believe that the dispute is frivolous or irre-
levant, permit the subject of the record to file
a statement setting forth the nature of the dispute,
and in any subsequent-report containing the infor-
mation in question, clearly note that it is disputed
by the person."
Amend subsection (b) of the proposed section 552a by adding new
paragraphs (3) and (4) to read as follows:
"(3) maintained for purposes related to Government employment;
or
(4) investigative files compiled for the purpose of
determining eligibility for Federal employment, military
service, or access to classified information."
