MEMORANDUM FOR THE RECORD
SUBJECT: Travel and Transportation Benefits upon Termination
under the CIA Act of 1949 and the Foreign Service
Act
1. Statutory language of the CIA Act of 1949 and the
Foreign Service Act indicates only two differences in benefits a
person is entitled to for travel and transportation expenses upon
termination. The first difference is that CIA benefits are payable
only to persons retiring from duty stations outside the several
states of the United States but excluding Alaska and Hawaii.
Under the Foreign Service Act travel and transportation benefits
may be - id regardless of the duty station.
2. The other difference concerns payment for the
transportation of furniture, household and personal effects upon
termination. Under the Foreign Service Act one is paid these
expenses for shipment to the place where he will reside. Under
the CIA Act one is paid these expenses only to the place of
residence at the time of appointment or to a point not more
distant upon termination, unless such termination is retirement
and then the expenses are paid to the place where one will
reside.

3. All other provisions of these two statutes concerning
termination, travel and transportation benefits are identical.
