Approved For Release 01/08/02''CIAREIP'8Y'00357R000700150056-2 25 February 1970 MEMORANDUM FOR: Deputy Director of Personnel SUBJECT : Informal Discussions with Department of State Regarding Their Practice on Approving Advance Shipment of Effects of Retirees to Their Designated Retirement Point 1. On 20 February 1970 I discussed the above subject with Mr. Fred Leatherman (my counterpart in the Department of State). He confirmed that his office did not have responsibility for this aspect of retirement but agreed to inquire of the responsible officer in their travel and transportation office. 2. Mr. Leatherman called me today and said that the Depart- ment has on occasion authorized advance shipments to point of retire- ment. He cited the case of Ambassador Kohler who was authorized to ship his effects to Florida (his retirement point) two years prior to his actual retirement. 3. There have been many other instances of advance ship- ments but the Department chooses not to publicize the fact that they will do this. 4. Authority for these advance shipments is found in State's travel regulations - Section 168.1 and 126. 1-4 (see attached). 5. They require a ''repayment agreement'' signed by the employee on the basis that funds for this purpose may not be available at the future point in time when the actual retirement takes place. It is worth noting that the wording of the cited Travel Regulations pertains to shipment "from a foreign post" to place of residence but Mr. Leatherman confirmed that these regulations are applied to domestic shipments.
