This memorandum further explains why we do not expect average annual promotions to increase appreciably even though anticipated per- sonnel losses in FY 1971-1975 will be substantially greater than separa- tione in the proceeding five year period. 25)(9 2. The difference between the figures attributable to a nuMber of factors which have c tion of promotional opportunities, e.g., available COA spaces, grade increases and new posi- tions in the 06-13 and Above grades. 3. The greater number of available CS( A spaces at the beginning of 25)(9 FY 1965, VILMA 1971, and the higher number of positions in the Grades GS- and above in Ti 1971, versus 1965 account for all but about 4o of the ifference in FY 1966-1970 between actual average annual proAo- ti promotional opportunities attributable to turnover. It was not possible to figure the climolative promotional opportunities crested by new jobs at the Grades G8-13 and above, as contrasted to upgradings which do not provide cumulative promotional opportunities. This factor, however, would partially explain the 4o difference noted above. 4.
