Purpose. This Bulletin provides instructions far the submission of information concerning the fes?urces for executive development provided for in the departments' and agencies' fiscal year 1975 budget submissions. 2. Bachground. In accordance with. the responsibilities giver: the Office of Management and Budget under Reorganize-~ Lion Flan No. 2 of 1970, a joint effort to ensure improved ,systems within the departments and agencies far the selec- tion, counseling, development, and utilization of_ career executives has been undertaken by OMB and the Civil Service Commission. Guidance far this effort was provided in Federal PersUnnel Manual better 4I2-1. Yragress by most agencies, in relation to these guidelines, has fallen share of expectations. 3. .Reporting Requirements. Each department s.nd agency is, requested to submit to the Office of Managarnent and Budget two copies of a report in the attached format showing the resources captained in the fiscal rear 1975 budget request Which are intended to finance its executive de:velapment efforts. This will permit a review of executive develop- ment .ra relation to other budget priorities. Reports should be submitted by September 15, 1973, to the attention of the Executive Development and Labor Relations Division.
