During the past two to three years the Agency has experienced considerable public exposure and Congressional inquiry. Speculation, both within and outside the Agency has proliferated regarding the extent to which this external pressure has had an impact on both employee morale and operating effectiveness. In order to provide some clarifi- cation of the actual impact on the Agency, the DCI has tasked the Office of Personnel/Plans Staff with formulating a questionnaire which would solicit the views of a cross section of Agency managers regarding their perceptions of the severity of the influence of these external factors. 2. It was decided that the most appropriate level to query through this procedure would be those Agency officials who were Staff or Division Chiefs in the Administration, Intelligence and Science and Technology Directorates and Area Branch Chiefs or equivalent positions in the Operations Directorate. As a result, the attached questionnaire has been mailed to you for your consideration and response. While you may have only recently occupied your present position, we would still appreciate your views on any or all questions on which you feel you have some information. 3. Your candid answers to this questionnaire will be greatly appreciated and will assist the DCI in his efforts to clarify how the Agency has reacted to these pressures.
