SUBJECT Personnel Development Program and
Annual Personnel Plan
1. At the CIA Management Committee Meeting on
1 June 1973, the decision was made to proceed with
the Perso_....el Development Program (PDP) discussed in
Attachment 1. I would hope that you and the. employees
within your component can benefit from the work going
on elsewhere in the Agency to develop potential and
provide career opportunities and, therefore; request
that you complete the forms in Tab D of the attachment
by 11 July 1973. At that time you should arrange to
review the results with me.
2. In addition, the Management Committee approved
the implementation of an Annual Personnel Plan (APP),
Attachment 2. It calls for the projection of personnel
activity levels susceptible to planning and management
review within the chain of command. The FY 1974 APP
for your office should be completed and forwarded to
the DCI Administrative Office by 24 August 1973.
