ISSUANCE OF LICENSES FOR THE MANUFACTURE Q' MACHINE
TOOLS
1, In accordance with the provisions of MSB/SEC(50)50,
the Comfnission of .the Military Security Board at its Forty-Seventh
Meeting on 9 August 1950 approved the attached paper, which
delegates the authority to the Land Commissioners for issuing
licenses for the manufacture of machine tools.
2. The Military Security Board is at present revising the
form of license to be used by the land Commissioners and will. forward
it as soon as it is available.
3.
The attached paper is transmitted to you for information and
necessary action.

ISSUANCE OF LICENSES FOR THE MANUFACTURE
OF MACHINE TOOLS
1. Subject to the submission of the necessary information and
provided that the application complies in other respects with Regulations
land 3 of AHC Law No. 24, Land Commissioners will consider the appl.ica-
tion,.. fox' the, manufacture of the machine tools listed in Schedule D,,
Group 12 (F), and issue the necessary manufacturing licenses provided
that:
(a) the, machine tool is for a known user and is destined for use
in the Federal Territory; i.e., it is not for export or stock;
(b) that the Land Commissioner has no reason to believe that
the machine is not intended for peacetime use, and:
(i) that there is no abnormal concentration in the
user's plant of the types of machine tools listed
in Schedule D, Group II (F);
(ii) that the machine tool is not intended for installation
in a plant which had previously been listed by the
Occupation Authorities as a Category I war plant;
(iii) that no similar machine tools are held in stock in
abnormal quantity by the applicant..
2. Applications not covered by paragraph 1 (a) and (b) above and
all applications recommended for denial by the Land Cornmisaioner?will. be
forwarded to the Military Security Board for decision.
3.
All licenses shall clearly state:
(a) the name of the person authorized to manufacture;
(b) specification of the machine,, including the item reference
in Schedule D, Group II (F);
(c) the key dimensions of the machine, as designated in
Schedule D, Group II (F);
(d) the quantity of type and specification for which the
authorization is granted;
(e) the-address of the premises in which the items are to be
manufactured;
(f) the estimated date of the commencement and oompl,etion
of manufacture;
(g) the name, location rtnd nature of business of the intended
user.
