It was agreed that a footnote to paragraph 19 would be provided to state Air Force dissent regarding the question of Chinese capability to capture Taiwan. Distribution of NIE's 4. Action: General Smith announced the severe reduction of NIE's o =e distributed within CIA and requested the other agencies to give careful reconsideration to their needs with a considerable reduction as the objective. NIE's being distributed to the Army, Navy., and Air Force will flow through the heads of the respective intelligence agencies. Proposed NIE .. "S ain's Position in the East-West Conflict" 5.
