1. Action: The minutes of the meeting of 2 April 1951
(IA.C-M-2I.i. were approved.

2. Action: Work on this estimate, which will probably be
published as.a special estimate., should follow normal procedure..
The limitations of intelligence to provide the answers to the
questions in this paper are recognized but emphasis is placed

3. Action: Approved this draft for publication with revi-
sions. It was agreed that a footnote to paragraph 19 would be
provided to state Air Force dissent regarding the question of
Chinese capability to capture Taiwan.
Distribution of NIE's
4. Action: General Smith announced the severe reduction
of NIE's o =e distributed within CIA and requested the other
agencies to give careful reconsideration to their needs with a
considerable reduction as the objective. NIE's being distributed
to the Army, Navy., and Air Force will flow through the heads of
the respective intelligence agencies.

5. Action: Agreed to initiate an estimate on this subject
along the lines of the terms of reference proposed by General
Cabell in his memorandum of April Lt, distributed at the meeting.
