Action: The minutes of the meeting of 1 November 1951 (IAC-M-50 were approved. The Current Situation in Albania with Particular Reference to Greek, Yugoslav and Italian interests IE- 2) 2. Action: The paper was approved as revised. 3. Discussion: Mr. Frank Wisner, Deputy Director (Plans), commented at some length on the paper reflecting views of operations and plans people, both U. S. and foreign, which assisted in refining the estimate of the strategic importance of Albania in wartime. Proposal for an Estimate of the Soviet Civil Defense Capabilities 4. Action: It was agreed that the proposed study should be considered to be a part of the total estimate of the Soviet Air Defense capabilities and that this total estimate would be con- sidered to include (a) active Air defense capabilities, (b) passive defense measures, and (c) Soviet industrial dispersal and location of stockpiles. It was further agreed that the capabilities of the several agencies would not permit a simultaneous attack on all three parts of this estimate and that the highest priority should be given to the first of these with work moving forward on the other two as circumstances permitted. Intelligence Aspects of A regi ment with Germany IAC-D 5. Action: It was agreed that there would be established a subcommittee of the TAC to hold itself alert to intelligence develop- ments in the implementation of the U. S. contractual relationship with Germany once it is negotiated and to submit to the IAC recom- mendations where IAC action is required to further intelligence interests in Germany. Insofar as intelligence organizational problems in other countries or in international bodies subcommittee have a bearing on the contractual relationship, the should consider them and submit recommendations to the IAC if appropriate. Action: This paper was recommitted to the IAC representatives for revision and final clearance by telephone if possible. Reconsideration of Korean Situation 7. Dr. Langer noted a request from the National Security Council staff to'speed up the reconsideration of the Korean situation and, less urgently, the estimate (SE-20) of the vulnerability of Communist China to selected U. N. actions. He reported that in response to this request NIE-55 (Communist Capabilities and Intentions in Korea), slightly modified as to terms of reference, was being given the high- est priority and should be ready for IAC consideration at its next meeting.
