Approval of Minutes
1. Action: The minutes of the meeting of 10 September 1951
(IAC-M-13) were approved.
Release to SHAPE of Summer of
Watch Committee Report IAC-D-35)
2. Action: It was agreed that G-2, acting on the advice of
the Watch Committee, will supply the necessary Summary and will
insure that its contents are appropriate for SHAPE use.
Draft Annex 6 for Revision of NSC 68/4 (IAC-D-29/2)
3. Action: This paper will be redrafted and circulated for the
concurrence of the IAC members.
4. Discussion: General Smith pointed out that the inability
of the working representatives to agree on paragraph 8 indicated a
feeling at the working level that the IAC was not as effective as
he had supposed. He proposed that a Board be appointed to investigate
the situation and make recommendations for improvement. The Service
Members felt, however, that such a Board was not required at the
present time. They reiterated their high regard for the IAC, whose
activation was described as an outstanding development which had
enabled significant forward strides to be made. The Service Members
apparently felt that their representatives who had worked on the
paper had had little experience with the IAC and were overly impressed
by the minor difficulties encountered in interagency collaboration.
Project to Provide More Adequate Basis
for Planning for the Security of the U. S.
5. Action: It was agreed that the target date would be
15 October for completion of Part A of this project. (see NSC
directive circulated 30 August by the Executive Secretary of the
National Security Council and approved by NSC Action 5443.) It was
understood that the Interdepartmental Intelligence Conference would
have Part B ready prior to that time. General Partridge was requested
on the basis of this date to get an estimated date of completion for
Part C from the Joint Chiefs of Staff. Mr. Keay will undertake to
get a similar estimate from the Interdepartmental Committee on
Internal Security with regard to Part D. General Partridge was also
asked to discuss with the planners procedures for producing the
final evaluation that is required. It was agreed that the terms of
reference should be expanded to cover Alaska, Panama and Canada as
appropriate. The papers should be written to deal with the situation
prior to mid-1952.

Soviet Capabilities for Surprise Attack
on the Continental United States before

6. Action: This estimate was approved with minor changes,
it being understood that the Interdepartmental Intelligence Conference
would supply a revision of their section of the paper. It was
agreed that the distribution of this estimate should be the same as
for NIE's except that additional copies would be provided for the
JCS and the NSC Senior Staff. It was understood that the Federal
Civil Defense Administration would not receive a copy but that each
agency should make available to it the information it needs.
Probable Developments in the Kashmir

7. Action: This paper was approved subject to certain revisions
and to the substitution of new figures on Air Force strength.
Progress Report (IAC-PR-17)
8. Action: The Progress Report was noted and no changes in
priority were thought necessary. It was agreed to undertake a review
of the estimate on Iran (NIE-6) and to study the current Soviet position
in the light of the San Francisco' conference and developments at Kaesong.
