1. Action: The minutes of the last meeting, 20 November
1952 (IAC-M?-8 , were approved, subject to the change of NIE-70
to NIE-73 (in paragraph 4) and NIE-74 to NIE-47 (in Secretary's
Note).

3. Action: Approved as revised, and to include a State and
G-2 dissent to the estimate of the Kremlin's appraisal of U. S.
reactions to Soviet actions against Berlin. The DCI reported a
suggestion by General Strong that a joint study of Russian history
be undertaken with a view to identifying what patterns, if any,
emerge as valid both in the Czarist and post-revolutionary periods.
It was the sense of the meeting that such a study might prove
valuable, particularly in the difficult area of estimating Soviet
appraisals of Western actions.
