1. Action: The minutes of the last meeting, 28 August 1952
(IAC-M-8O , were approved, subject to revision of the last sentence
of paragraph 7 to read as follows: "It was not the practice for
Colonel llodgson to participate in the interagency discussion,,,."

2. Action: Approved. this estimate as submitted, the appendices
to be disseminated with the estimate. With respect to the general.
question of issuing appendices to accompany NIE's the Deputy Director
(Intelligence) of CIA in consultation with the agencies will.clctermine
whether an appendix shall accompany a Nationa:!_ Estimate, it being
understood that such appendices would consist of background information
submitted by the agencies in developing the estimate. Although formal
IAC concurrence will not be given appendices they should, be sc.reonetl
by the agencies and. any serious disagreement taken into account.
