2. Action: Approved, as amended.
Budgetary Analysis of
Intelligence Programs

3. Action: Agreed to submit the suggested categories, as
amended, to Mr. Macy for his criticism and, if satisfactory for
the Bureau's purposes, to transmit them under the draft covering
letter as amended.
Proposal to Initiate NIE-107,
"Probable Outlook for the
Philippine Islands"
4. Action: Agreed to initiate with a completion date to be
determined according to the schedule adopted by the Planning Board.
The Board of National Estimates will shortly consider draft terms
of reference with the representatives.
5. Discussion: It was pointed out that the Planning Board's
tentative deadline of 26 January would provide little time for
creating a thorough estimate, given competitive demands and the
lack of an existing estimate on the area. Mr. Armstrong stated
that the State Department would be seeking a delay of the policy
paper until the newly elected government had served long enough
to be assessed.

7. Action: Agreed to consider at the 22 December meeting.
8. Discussion: A 14 December draft DCI memorandum to
the IAC was circulated. There was general agreement that, no
matter what procedure is needed for conference participation, it
should be so used as to insure no substantive difference between
intelligence agreed at the conference and IAC agreed intelligence.
