Action: Agreed that the Members would study the proposal circulated by General Willems at the meeting and telephone their con- currence or comments to the Office of National Estimates. Matters for NSC Briefing 9. Discussion: The DC1 stated that the Council might be inter - ested in the pictures of alleged Soviet aircraft currently appearing in the press. A paper prepared for the JCS was made available to the Director. Mr. Dulles undertook to examine, with Air Force assistance, the source of such photographs, said to have been available to certain publishers over the past four years.
