Quarterly Revision of the Program" of National Intelligence Estimates (ONE Memorandum, 28 June 1955) a. The program was approved as amended. b. Mr. Armstrong noted the requirement of the Department of State for a reappraisal of Soviet motivations and intentions in the light of the Geneva meeting of the chiefs of state. The Committee agreed to schedule the estimate tentatively subject to a review of developments at the Summit conference. c. Mr. Kent noted the several comments of the NSC staff on the program. The program will be modified accordingly. d. With reference to intelligence support to the President and to the Department of State prior to or during the Geneva conference, Mr. Armstrong assured the Committee that policy-makers were aware of the contribution which the IAC could make. Arrangements exist enabling the delegation to communicate expeditiously to the JAC any requirements the delegation may have during the conference. e. The Chairman noted that his comments on NSC 5524 together with the views of the members on these comments would be sent to the Special Assistant to the President for National Security Affairs. f. The Chairman told the members that he would be glad to convey the views of any member regarding the Geneva meeting to the National Security Council at its Thursday meeting. 7. Proposed DCID 3/6: Establishment of a Guided Missile Intelligence Committee (IAC-D-81/9, 31 May 1955; IAC-D-81 / 1 O, 6 July 1955; IAC-D-81 / 11, 8 July 1955) a. Mr. Weber noted the highlights of the SEC report to the IAC, pointing out that a majority of the SEC approved the recom - mendations contained:therain. b. The Navy, Army, and Joint Staff members were in agree- ment that the report was based on too broad a concept of coordination of the field of guided missile intelligence, and were of the opinion that only coordination of the scientific and technical phases of guided missile intelligence should be undertaken by the SEC. c. General Samford suggested that the SEC together with the EIC, or possibly a special group designated by the IAC, undertake a survey of the scope and adequacy of the present efforts in the guided missile intelligence field, and report their findings and recom- mendations to the IAC. The members could on the basis of the survey then decide what was required in the way of coordination. d. Mr. Amory stated that this survey would have to be the initial job of the proposed Guided Missile Committee, and suggested reconsideration of the basic provisions of the existing draft (IAC-D-81/9). e. The Chairman called for a new draft which would make specific provision for a fact-finding survey to be made by an ad hoc committee. He stated that the committee should report to the IAC at any time it discovered situations requiring urgent IAC attention and should, at the end of three months, submit a comprehensive report on the state of guided missile intelligence together with recom- mendations as to IAC action. The members agreed to this proposal and agreed to nominate representatives to serve on the committee. The Chairman also noted his intention to inform the NSC on this problem. Adjournment: 1245 Secretary Secretary's Note 1. On 1 July 1955, the IAC concurred by telephone in the revisions agreed upon by the IAC representatives to the text of NIE 11- 6- 55 ' 'Probable Intelligence Warning of Soviet Attack on the US through Mid-1958, 'f approved by the IAC on 7 June 1955 (IAC-M-199, item 3). NIE 11-6-55 will therefore carry the I July date. 3. No objection having been raised by a member, the Secretary has authorized release to USIA of NIE 23-55 "West Germany and the Reunification Issue, " 28 June 1955. (IAC-M-202, Secretary s Note, item 6). 4. The Secretary does not propose to release NIE 11-5-55 "Air Defense of the Sino-Soviet Bloc, 1955-1960" co USIA..
