The Current Saigon Crisis (SNIE 63. 1-2/1-55) a. At the request of the Chairman, the Committee reviewed and approved ae amended, subject to a footnote by the State member, a memorandum on probable developments in the current Saigon crisis. This memorandum had been prepared by the Board of National Estimates at the request of the Chairman. b. The Committee agreed to issue the approved text as a special national intelligence estimate, with dissemination limited to top policy makers and the intelligence community. An advance edition is to be circulated as soon as possible. 2. Formosa Straits Problem The Chairman raised informally the question of the frequency of issue of the reports of the Formosa Straits Problem group. The Committee concluded that a weekly report, supplemented by special reports as necessary, would be more in keeping with the current situation in the Formosa area than is the present daily. The Chairman undertook to propose this change to the President and the NSC. Adjournment: 1810 Secretary Note 1. The Board of National Estimates has recommended that NIE 63. 1-2-55 "Possible Developments in South Vietnam" and SNIE 63. 1-2/1-55 "The Current Saigon Crisis" not be released to any foreign government. This matter will not be raised at an IAC meeting except at the request of a member.
