a. Noted with suggestions for certain changes.
b. The Chairman proposed that a new procedure be
adopted to provide for two kinds of review subsequent to the com-
pletion of an estimate:
(1) An immediate post-rnortem on each estimate
to record the intelligence deficiencies encountered by the
estimators in its preparation. To be prepared by the interagency
group that wrote the estimate.
(2) A review of each estimate after the lapse of an
appropriate interval (usually within six months to a year) to study
the validity of the estimate, i, e. , how good the estimate was in
the light of subsequent developments.
c. The proposed procedure was approved and the
Secretary was instructed to incorporate it in the minutes.

6. Attache System
Several members commented on the intelligence value of
the attache system and the losses to intelligence collection which
result from any curtailment of attache personnel. The Chairman
indicated that the attache system is of interest to him as DCI and
to the Intelligence Community and that he world address a letter
to the Secretary of Defense to this effect.
?. Soviet Atomic Program

a. The Chairman noted the commendable performance of
the participating agencies in the production of this estimate and
thanked the members for this cooperation.

b. The estimate was approved, and the Chairman, JAEIC,
was given editorial license to make minor changes in consultation
with the members of JAEIC.
c. It was agreed that sanitized editions would be prepared
by CIA in cooperation with AEC. These would be cleared with JAEIC
members without necessity for further IAC action.
e. .Agreed that the text to be given general NIE
dissemination would conform with the past practice of issuing a
Top Secret summary text.
f. The Chairman informed the members of his prospective
appearance before the 3oint Congressional Committee on Atomic Energy.

Secretary's Note
1. No objection having been raised by a member, the Secretary
has authorized the release to USIA. of NIE 10-55 "Anti-Communist
Resistance Potential in the Sino-Soviet Bloc. " (IAC-M-191,
Secretary's Nate, item 2)
2. Unless objection is raised by a merxiber at the next regular
meeting of the IAC, the Secretary proposes to release to USIA
NIE 63. 1-2-55 "Possible Developments in South Vietnam. " The
Secretary does not propose to release NIE 11-2-55 "Soviet Atomic
Program" to USIA. This matter will not be brought up at an IAC
meeting except at the request of a member.
