In opening the meeting the Chairman read to the members and
commented briefly on late information bearing on the land
Suez situations, particularly with respect to moves b

connection with its most recent reporting on developments affecting
these situations.

Agreed to release this survey to the Bureau of the Budget.
General Schow suggested, and the members concurred, that the letter
of transmittal clearly indicate that the survey had the limited goal of
establishing the distribution pattern of NIE's and of shedding light on
the kind of uses to which they are put; was an informal survey; and

8. Review of Arab-Israeli and
Suez Developments
a. The Chairman again stated that the Watch Committee had
performed its function well in reporting on recent military developments
affecting the Arab-Israeli and Suez situations. He noted that the Presi-
dent 'had appreciated that fact, and had also expressed interest in data
appearing in the latest report by the IAC Ad Hoc Working Group on the
Arab-Israeli Situation.
b. After noting the 25 October report of this Working Group,
the members agreed, following discussion, that the report be given
normal distribution, subject to the deletion of the political section
(Part II) and the conclusions (Part III). The members also agreed
that the cover of this publication should carry a special notation indi-
cating that it summarized military strengths as of 25 October 1956,
and did not reflect military dispositions or developments since that
time.
C. The members also exchanged views generally on the
question of whether reports by the Arab-Israeli Working Group should
properly include not only facts but also estimates or evaluation of

data presented. In the course of their discussion, the members
concurred in the view that, generally speaking, reports of this group
should attempt only to set forth relevant facts bearing on the Arab-
Israeli situation.
d. The question was raised as to what the nature of the
intelligence community's effort should be with respect to reporting
on current developments. General Cabell stated that the Watch
Committee should not undertake "situation" reporting, but should
focus its attention in the Middle East on evidence, if any, of Soviet
Bloc involvement. During the discussion it was also noted that the
IAC Ad Hoc Working Group on the Arab-Israeli Situation would be in
a position to report on important developments. With regard to daily
reporting, the Chairman referred to the publications issued on a
daily basis by the various IAC agencies, and noted that the Office of
Current Intelligence of CIA would regularly keep in close touch with
other members of the intelligence community.
9. Executive Session
At the suggestion of General Cabell, the members went into
executive session at 1145 to discuss certain matters bearing on the
Arab-Israeli situation.
10. Continental Air Defense
Command Briefing
Upon the resumption of the regular session at 1215, General
Cabell suggested, and the members concurred, that, in view of the
present situation, the scheduled trip of IAC members to CONAD be
postponed. General Cabell noted that he would so advise General
Partridge and that the matter of rescheduling the visit could be dis-
cussed at a later date.
