Approval of Minutes 24 July Meeting (IAC-M-248) Approved as written. 2. Watch Committee Report No. 312 a. Noted this report. b. The Chairman, referring to inquiries he had received from some NSC members, raised the question of whether a special daily intelligence report on the Suez situation should be issued. After an ex- pression of views by the Chairman and Mr. Armstrong, particularly to the effect that the current situation appeared to be characterized pri- marily by developments of a diplomatic and policy rather than intelli- gence nature, Mr. Armstrong proposed, and the members concurred, that the IAC ad hoc Working Group on the Arab-Israeli Situation should examine the Suez problem closely with a view to determining whether intelligence developments warranted issuing special intelligence reports on the Suez situation. 3. NIE 11-4-56 Soviet Capabilities and Courses of Action Through 1961 a. Approved as amended. b. Agreed that the classification of the title of this estimate should be "Official Use Only." C. Mr. Armstrong raised a question as to whether this Soviet estimate should be prepared in the future in the form of separate papers, which might be brought together later in one paper with over-all conclu- sions, particularly because such a procedure might permit better scheduling of work. Exchange of Aerial Photographs with USSR over the North Pole (Memorandum from Mr. Stassen to NSC, 25 July 1956) The Chairman referred to the memorandum of Mr. Stassen to the NSC, noted that he had also received a communication from the Department of State regarding development of a US position on this matter, and stated that he desired guidance from the members since this proposal appeared to be of general importance to the intelligence community.. In the course of the discussion, General Lewis stated that the matter was presently under consideration by the Joint Chiefs of Staff and noted a number of problems raised by the proposal. The Chairman then suggested, and the members concurred, that considera- tion of this matter be deferred until such time as the Chairman deemed it necessary to obtain further guidance from the members on the in- telligence aspects of this proposal.
