Approved as written, except for item 6 a which was revised
"a. Approved further very limited dissemination of this
report, as amended, to specifically selected individuals
and directed JAEIC to prepare a sanitized version for more
general distribution. "
2. Watch Committee Report
No. 296
a. Noted.
b. General Cabell noted that the Watch Committee had held
a special meeting on the previous day to report on the Arab-Israeli
situation. In the discussion of this report, Admiral Layton raised
the question of whether steps might be taken which could increase
the usefulness of these reports to the consumer. Various problems
in connection with the preparation and use of these reports were then
discussed by the members. General Cabell said that in his capacity
as Chairman of the Watch Committee he would take cognizance of the
views expressed.
3. Third Annual Report of
the Advisory Committee
on Foreign Language
Publications
(IAC-D-60/5, 26 March 1956)
a. The report was noted.
1 In response to a question by the AEC member, Mr.
said that the Committee's efforts have been integrated
with those of other interested parties in respect of the translation
of certain documents of particular interest to the AEC and National
Science Foundation.

c. General Cabell commented briefly on various aspects
of the Committee's activities, including the substantially increased
volume of interagency procurement of foreign language publications,
and other developments regarding exploitation and reference.

Possibility of Chinese Communist

a. Approved as amended.
b. Agreed that no post-mortem was necessary on this
estimate.
C. Agreed that no separate validity study was necessary,
inasmuch as paragraph 1 of this estimate was in effect such a
study of NIE 13-56, "Chinese Communist Capabilities and Probable
Courses of Action Through 1960,1' published 5 January 1956.

a. Approved as amended.
b. Noted the findings, and approved the recommendation
of the post-mortem on this estimate.
