a. The report was noted.
b. The LAG members considered this matter and agreed
that the intelligence community should actively support efforts by
the U. S. Government to obtain more detailed information regarding
Americans held in Communist countries, in order to facilitate US
attempts to obtain their early release. They also discussed the
possibility of collecting additional information of this type through
non-intelligence sources, including other government agencies and
private organizations and individuals.
c. The members agreed to establish an IAC Ad Hoc
Prisoners Information Support Committee, under the chairmanship
of a representative from the Department of Defense. IAC agencies
were requested to notify the IAC Secretariat regarding their nomina-
tions for membership on the committee. The Department of State
Prisoner Officer and Department of Defense Prisoner Officer are
to be invite) to sit with the committee.
d. No specific terms of reference were proposed at this
time; however, recommendations contained in IAC-D-101 / 3,
para. 8, 14 March 1956, are to provide a general guide for the

Committee's operations. The IAC members also agreed that the
Ad Hoc Committee should investigate further the extent to which
pertinent information might be available from non-intelligence
sources, and should make recommendations regarding a possible
type of interdepartmental committee or other mechanism which
might stimulate the collection of and serve as a focal point for
processing all such information obtained from any US source.
4. EIC-R1 Series, Communist
China's Trade and Transport

Approved the recommendations in IAC-D-42/12, pages 2-3,
20 March 1956, including the amendment proposed by the Special
Assistant for Intelligence, Department of State (IAC-D-42/12. 1,
29 March 1956).

6. JAEIC Report on Soviet
Nuclear Tests
(IAC-D- 10/ 19, 30 March 1956)
a. Approved further dissemination of this report, as
amended, on a need-to-know basis, and directed JAEIC to prepare
a sanitized version for more general distribution.
b. Admiral Layton suggested that there be a review of
present procedures regarding dissemination of such information,
including DCID No. 11/1, as amended, and the members discussed
generally various problems involved in appropriate distribution of
this type of data.

c. The IAC members agreed that JAEIC should review these
problems, particularly with a view to making recommendations re-
garding possible revision of established IAC procedures or directives.
7. Glossary of Intelligence Terms
(IAC-D-98/2, 24 February 1956,
Draft)
a. Approved the recommendation of the Board of National
Estimates that- the IAC not undertake publication of a comprehensive,
coordinated Glossary of Intelligence Terms.
b. The Deputy Director for Intelligence, The Joint Staff,
and the representative of the Director of Naval Intelligence,
Department of the Navy, dissented, believing it would be advantageous
to proceed with the preparation of such a Glossary.
8. Offshore Islands
(Memorandum to IAC, 27 March,
enclosing Memorandum to DCI
from Board of National Estimates,
23 March)
a. The IAC members discussed the offshore islands situation
and agreed that a brief special estimate of limited scope should be
undertaken on a crash basis, with a proposed draft to be submitted
for IAC consideration at the next IAC meeting on 10 April, if possible.
b. The members agreed that the memorandum to the DCI
from the Board of National Estimates, 23 March, as well as a re-
vision of this memorandum proposed by the Special Assistant for
Intelligence, Department of State, should be used as bases for
discussion by the IAC representatives in preparing the draft estimate.
