Agreed that an IAC Ad Hoc Working Group on Emergency
Plans (Operation Alert) be established to study IAC planning problems
of Operation Alert 1956, and to examine the impact of war upon the
functions of the IAC.

Agreed to initiate an NIE for early IAC consideration on
certain aspects of Soviet policy and the vulnerability of under-
