Proposal for NIE (ONE Memorandum to IAC representatives, 17 February; letter of Mr. Armstrong to DCI, 23 February) Agreed to initiate an NIE for early IAC consideration on certain aspects of Soviet policy and the vulnerability of under- developed areas to the Soviet economic offensive. The Chairman undertook to raise with the Operations Coordinating Board the desirability of forming an interdepartmental advisory committee to consider all aspects of exchange of persons and delegations with the Soviet Bloc.
