Review of Sensitive Situations General Schow commented on reports concerning Marshal Sarit's illness, General Cabell referred to the Cuban situation and Mr. Arneson noted recent developments bearing on the question of access to Berlin. 3. Release of NIS to Certain Foreign Governments (IAC-D-45 12. 19, 18 October; IAC-M-313, Secretary's Note 2) 4. NIE 74-57 The Outlook for Ghana a. Approved as amended. b. Noted the post-mortem on this estimate. c. Agreed to release this estimate to USIA. 6. Initiation of New Estimate The Chairman noted certain recent information bearing on the development of possible new bombers by the USSR. He then suggested the preparation of a coordinated paper which would review relevant data on this matter in greater detail than had appeared in NIE 11-4-57. After discussion, it was agreed to undertake an estimate on this subject which should be considered a "slant" on NIE 11-4-57, to be completed in about six weeks. With respect to a question raised b the Chairman stated that the,SEC should proceed immediately to study the technical aspects of this question. 7. Post-Mortem on SNIE 11-10-57 (Memorandum to IAC, 276 ecember) After the Chairman requested a restricted session, the members reviewed various types of actions which were proposed to assist in closing gaps in guided missile intelligence, especially in the collection field, as outlined in the findings in the post-mortem on SNIE 11-10-57. In particular, the members discussed a CIA proposal, which had been distributed in advance of the meeting, and an Air Force recommendation which was circulated at the meeting. During their exchange of views, the members agreed that any group designated to review and monitor the implementation of such a collection effort in the ICBM field should be considered as operating on a permanent rather than an ad hoc basis. Following their dis- cussion it was also agreed that the ad hoc committee under the chairmanship of Dr. Scoville (which had been established originally to review Recommendation No. 4 of the President's Board of Consultants) should prepare a draft outline of the scope of the activities of such a group. Expression of Appreciation to General Bull The Chairman noted that this was the last IAC meeting which General Bull would be attending as a member of the Board of National Estimates. He stated that he wished to express the appreciation of the members to General Bull for his long and valuable service to the intelligence community. In this connection, the Chairman also noted that General Barnes would succeed General Bull as Chairman of the Ad Hoc Weapons System Study Committee.
