Approval of Minutes 18 June Meeting (IAC-M-294) Approved as written. However, with respect to Secretary's Note 3, the members concurred in General Schow's suggestion that NIE 11-3-57, "Probable Intelligence Warning of Soviet Attack'on the US Through Mid-1960," not be released to USIA. 2. Second Annual Report of the IAC Ad Hoc Subcommittee on Information Processing (IAC-D-95/3, 11 June) The members and I iscussed this report with particular reference to the last paragraph on page 2 referring to certain interagency arrangements for reproduction and distribution of intelligence and intelligence information. With respect to the question of IAC approval of the procedure set forth in that paragraph, General Lewis noted certain problems and queried especially whether the statement set forth such arrangements, including the extent of re- strictions or limitations on reproduction and dissemination, in adequate detail. After their exchange of views the members noted this report and approved paragraph 2 as a temporary procedural guide, subject to a further review of this problem by AHIP and presentation of specific recommendations in this field for consideration by the IAC at a subse- quent meeting. In this connection, Mr. Cumming made available for circulation to the IAC members a copy of a State Department administra- tive circular implementing the present AHIP procedure. 3. Review of Crisis Situations a. Watch Committee Report No. 359 b. With respect to the Middle East, the Chairman noted certain developments in the Syrian situation, particularly internal political trends. Admiral Frost commented on factors affecting the Egyptian ability to operate any Russian submarines delivered to that country. He also reported in considerable detail on the recent movements and probable routes of various Russian vessels in the Middle East and Mediterranean areas. The Chairman and Mr. Cumming exchanged views on the nature and possible consequences of current political developments in Laos. Proposal for NIE on Resistance Intelligence (IAC-D-75/8. 1, 20 June) Approved the initiation of an estimate on resistance in the Sino-Soviet Bloc and agreed that this estimate should be prepared in accordance with the procedure proposed by Mr. Cumming and Mr. Kent (IAC-D-75/8. 1, 20 June). 7. SNIE 100-2-57 Soviet Capabilities for Deception a. Approved the draft Annex E as revised by the IAC repre- sentatives. b. With respect to the question of the distribution of this estimate and the annexes thereto within the US Government, the members agreed to modify the draft distribution list for the annexes (Memorandum to IAC, 14 June) and discussed also the question of dissemination of the basic text in the light of the present 'standard distribution of SNIE's. However, following their exchange of views the members concurred in the Chairman's suggestion that final action on this matter be deferred for one week, during which period a limited initial distribution would be made to the members and the NSC, and that the question of the broader dissemination of the basic text and the annexes of this paper, both within and outside of the intelligence community, would be reviewed again at the next regular IAC meeting. In this connection, the members also concurred in the Chairman's suggestion that the members should consider generally at a later meeting the present distribution pattern of NIE's and SNIE's, particularly with respect to the possibility of reducing the number of copies of estimates regularly disseminated. The members agreed not to release the basic text or annexes of this estimate to USIA. NIE 62-57 Probable Developments in Thailand (Memorandum to IAG, 20 June) Agreed not to release this estimate to any foreign government. In this connection, the members agreed specifically to release this estimate to USIA. e. Timing of Completion of NIE 43-2-57 The Prospects of the Government of the Republic of China Agreed that the target date for IAC review of this estimate should be the latter part of September. No objection having been raised by a member, the Secretary has also authorized release to USIA of NIE 71. 3-57, "The Outlook for Tunisia, " and NLE 100-6-57, "Nuclear Weapons Production in.Fourth Countries--Likelihood and Consequences" (IAC-M-294, 18 June 1957, Secretary's Note 3).
