2. Review of Crisis Situations
a. Watch Committee Report

Noted.
b. Other Crisis Situations
The Chairman and Mr. Cumming commented on recent
developments in Haiti, particularly on the question of the extent of
any evidence of anti-American sentiment or of other developments
inimical to US interests.
After General Collins inquired regarding the situation in
Syria, the Chairman referred to possible moves by certain left-
oriented Syrian elements and the probable nature and purpose of any
such moves.
Admiral Frost also informed the members briefly on plans
for surveillance of Soviet ships sailing from the Black Sea.
3. NIE 100-6-57
Nuclear Weapons Production in
Fourth Countries--Likelihood
and Consequences
Approved as amended. During the course of the discussion
of this estimate the members agreed not to include any additional
short-form conclusions in the published version of this paper. Mr.
Kent also noted that a post-mortem on NIE 100-6-57 would be sub-
mitted for consideration at an early IAC meeting.

b. Noted the validity study of NIE 71-55, "Probable Developments
in French North Africa" (insofar as it pertained to Tunisia), 29 Novem-
ber 1955.
c. Noted the post-mortem on NIE 71. 3-57, "The Outlook for"
Tunisia. "
5. NIE 11-3-57
Probable Intelligence Warning
of Soviet Attack on the US
Through Mid-1960
Approved as amended. In the course of the discussion, Mr.
Kent noted that a post-mortem on this estimate would be submitted
for consideration at a later IAC meeting.
6. NIE 62-57
Probable Developments
in Thailand
a. Approved as amended. In this connection, the Chairman
reported on the substance of his conversations with Thai officials
during his recent visit to Thailand, particularly with respect to
matters bearing on the internal political situation in that country.
Admiral Frost and Mr. Cumming also exchanged views with the
Chairman on possible evidence of, and factors affecting, the growth
of anti-American sentiment in Thailand.
b. Noted the validity study of NIE 62-54, "Probable Developments
in Thailand, " 7 December 1954.
c. Noted the findings, as amended, and approved the recom-
mendation of the post-mortem on NIE 62-57, "Probable Developments
in Thailand."

7. Report on Taiwan Visit
The Chairman referred to his recent visit to Taiwan and
informed the members on the nature of conversations he had had
with various high Nationalist Chinese and US officials concerning
the possible origin of the anti-American riots on Taiwan and on
other related matters.
8. Nickerson Case
The Chairman discussed with the members certain matters
relevant to the Nickerson trial, particularly insofar as they might
affect the IAG members or the intelligence community.

2. No objection having been raised by a member, the Secretary
has authorized release to USIA of NIE 31-57, "Yugoslavia's Policies
and Prospects," and SNIE 100-7-57, "Probable Sino-Soviet Reactions
to US Deployment of Nuclear Weapons Systems,'' both dated 11 June
1957 (IAC-M-293, Secretary's Note 2).

3. Unless objection is raised by a member at the next regular
meeting of the IAC, the Secretary proposes to release to USIA
NIE 11-3-57, "Probable Intelligence Warning of Soviet Attack on the
US Through Mid-1960," NIE 62-57, "Probable Developments in
Thailand," NIE 71. 3-57, "The Outlook for Tunisia," and NIE 100-6-57,
"Nuclear Weapons Production in Fourth Countries- -Likelihood and
Consequences, " all dated 18 June 1957.
4. In view of the recommendations (Memorandum to IAC,
19 June) of the Board of National Estimates with respect to the release
of SNIE 100-7-57, "Probable Sino-Soviet Reactions to US Deployment
of Nuclear Weapons Systems, " the Secretary, unless specifically
requested to do so by a member of the IAC, does not propose to place
the question of the release of this estimate to foreign governments on
the agenda of an IAC meeting.
