The members discussed intelligence and information from
various sources bearing on the situation in Jordan. During their
exchange of views the members reviewed both matters affecting
internal stability, such as political maneuvering and the loyalty and
cohesiveness of the Jordanian armed forces, and the nature of
possible external threats.
2. Communication from
President's Board of
Consultants
(Memorandum to DCI, 18 March;

The Chairman referred to a communication which he had received
from the President's Board of Consultants with respect to current in-
telligence activities of the intelligence community, and stated that he
desired to discuss this matter with the members and seek guidance from
them on the nature of his reply.
The Chairman then outlined and discussed with the members
various considerations bearing on the production of current intelligence.
Noting the current intelligence publications now prepared by CIA, the
Chairman touched on matters such as the sources and methods used,
and the extent of the dissemination of such publications. He also stressed
the practical difficulty of publishing current intelligence in time to be of
value to the consumer if there were also a requirement for coordination
of such data within the community prior to publication.
In the course of the discussion, Mr. Armstrong noted that cur-
rent intelligence could not be "coordinated" and remain "current. " He
emphasized that the chief value of current intelligence lay in its time-
liness, referred to possible methods of increasing departmental
consultation in the production of current intelligence by CIA without
attempting formal coordination of such data, and stated that the primary
editorial judgment and responsibility for production should remain with
CIA. Various other members indicated their general agreement with

the Chairman and Mr. Armstrong. In addition, the members reviewed
other aspects of this problem including present arrangements for ad-
vance informal clearance of military items by CIA with the military
agencies, and the recommendation of technical items for publication.
Reference was also made to studies of the extent of similarity between
the substantive content of CIi publications and current intelligence
publications produced by other agencies, internal requirements of
agencies for producing departmental current intelligence publications
for special consumers, and certain relevant security considerations,
Following this discussion, the Chairman suggested that there be
more systematized consultation between CIA and the agencies with respect
to the current intelligence produced by CIA, particularly in terms of sug-
gestions of items for publication, timely comments and general recom-
mendations for improvement by the other agencies. The Chairman then
noted, and the members concurred, that a draft reply to the President's
Board of Consultants would be prepared in the light of this discussion
and possibly circulated for further consideration by the members before
it was forwarded to the President's Board.
Visit to Continental Air
Defense Command
General Cabell referred to a renewed invitation to the members
to visit CONAD and discussed briefly the proposed timing for such a
visit.
