Proposed Review of Crisis Situations The Chairman outlined generally a proposal for initiating a regular review by the IAC as a body at its weekly meetings of dev- elopments in actual or potential crisis situations (short of hostilities) anywhere in the world. After discussing with the members the reasons for, and nature of, his proposal, the Chairman stated that he would probably circulate a paper on this matter which could then be considered by the members at an early IAC meeting. 25X6 7. Quarterly Revision of the Program of National Estimates (Memorandum to IAC, 28 December) Approved as amended. Mr. Kent referred to discussions by the IAC representatives with respect to preparation of the forthcoming estimates on Morocco, Iran and the Philippines, and the members concurred in the view that these should be short papers. 8. NIE 93-57 Probable Developments in Brazil a. Approved as amended. b. Noted the post-mortem on this estimate (see Secretary's Note 1). C. Noted the validity study of NIE 93-55, "Probable Develop- ments in Brazil," 15 March 1955. SNIE 11-6-57 Soviet Gross Capabilities for Attack on the US in Mid-1960 Mr. Dulles suggested, and the members concurred, that there be an initial discussion of, but no final action taken with respect to SNIE 11-6-57 at this meeting. The members then exchanged views on various matters relevant to this paper, particularly its re- lation to the work of the Net Evaluation Subcommittee. During the course of the discussion, the members agreed that, after publication, this paper should be reviewed again on or about 1 July, on a staff level, to determine whether any subsequent developments were of such significance as to warrant consideration by the IAC of the nec- essity of modifications in SNIE 11-6-57, which modifications might then be brought to the attention of the Net Evaluation Subcommittee. 10. Executive Session At 1150 Mr. Amory, who was then presiding, requested an executive session, during which the members discussed matters relevant to SNIE 11-6-57 and considered a special report by Admiral Frost. Because of its brevity, the Secretary, unless requested to do so by a member, does not propose to reproduce and circulate separately the post-mortem ors NIE 93-57 as noted by the IAC (see item 8 b above), which is as follows: "No serious intelligence deficiencies were noted in the preparation of this estimate." 4. Unless objection is raised by a member at the next regular meeting of the IAC, the Secretary proposes to release to USIA NIE 93-57, "Probable Developments in Brazil," 8 January 1957.
