Promotion of General Cabell The Chairman stated that he, and he felt sure also the other members of IAC and USCIB, had been gratified to learn of General Cabell's recent promotion to the rank of full General. Mr. Dulles added that this promotion was important not only to the individual concerned, but to the entire Intelligence Community. In the Chair- man's view, it was clear evidence that effective work in intelligence would be given appropriate recognition. He also noted that this particular action had received the personal attention of the President, the high officials of the Department of Defense and the Air Force, and had been welcomed by members of the Armed Services Committee of the Senate prior to confirmation by the Senate itself. 2. Situation Review a., Watch Committee Report No. 414 b. Watch Committee Report No. 414-A, 14 July General Cabell stated that this report had been prepared at a special Watch Committee meeting on 14 July and was based on information available as of that time. The Chairman referred to a briefing he had given to Congressional leaders at the White House on the same day and noted that the findings in this report were generally consistent with that briefing. The members then discussed intelligence and information from various sources bearing on this report'and related developments in the Middle East, including pertinent US actions. After discussion the members approved this special Watch Report, subject to certain revisions in paragraph 6 dealing with possible Soviet reactions to these developments. General Erskine (Department of Defense) and (NSA) were present during consideration of the first three items. All members of IAC and USCIB were therefore present or represented during the initial portion of this meeting. -2- Approved For Release 2004/03/26 : CIA-RDP82-0040OR000100110006-8 25X1 SECRET Approved Peer Release 2(8,RCMTcIA-RDP82-06 OR000100110006-8 IAC-M-352 15 July 1958 In this connection, General Cabell raised a question regarding the scope of the Watch Committee's coverage of the developing Middle East situation, especially with respect to the activities of certain friendly powers. The Chairman indicated that, in his view, it might be desirable to broaden the coverage of relevant Turkish activities. 3. IAC-USCIB Review of Proposed NSCIDs * a. NSCID No. 1 (IAC-D-120/1, 8 July) The members discussed the draft NSCID No. 1 and various proposed amendments in considerable detail, including matters such as the relationship of the new Board to the NSC, the question of alert arrangements in an impending crisis situation and the production of national intelligence. Various members, including General Erskine, I I and Mr. Traynor, expressed their views as to the question o their formal concurrence in national estimates in the light of the extent of their participation in the production of such estimates. In this connection, Mr. Cumming noted that the State Department, in view of its foreign affairs responsibilities, preferred not to have a directive with language so restrictive as to preclude it from participation in an estimate in which it had an interest. Following this discussion, the members agreed that it would.be appropriate to cover the details of matters related to production of national intelligence in a DCID. .he members then approved the draft NSCID No. 1, as amended. This was a joint IAC-USCIB action since General Erskine and F_ 1 representing the Department of Defense and NSA respectively, participated in the considera- tion of this item. * Pages incorporating these agreed revisions in the draft NSCID No. 1 will be circulated to holders of that document. NSCID No. 6 (IAC -D -12 3, 9 July) The members discussed the draft NSCID No. 6, together with certain revisions which were proposed at the meeting. Following their exchange of views the members approved the draft NSCID, subject to further consideration by an appropriate working group of certain technical points and necessary editorial changes. It was understood that revisions proposed by the working group would be circulated promptly to IAC and USCIB members for final concurrence by telephone, rather than in another formal IAG-USCIB meeting. The members agreed that the draft NSCID No. 1 and NSCID No. 6, as finally approved, should be forwarded together to the NSC for consideration. _ The Chairman noted that this matter had been placed on the agenda of the NSC meeting scheduled for 11 August. 4. Operation Alert The Chairman and members discussed briefly certain matters pertaining to participation in the forthcoming "Operation Alert. " 8. Reporting of Test ICBM and.Space Vehicles The Chairman outlined a proposal dealing with the procedure for reporting on test ICBM and space vehicles and Colonel McFarland also commented on this matter. The Chairman' stated that a memo- randum regarding this proposal would be circulated for consideration by the members at the next regular IAC meeting.
