2. Situation Review
a. Watch Committee Report
No. 413
Noted. Colonel Crist, Acting Chairman of the Watch Committee,
acknowledged the receipt of IAC instructions with respect to Watch
Committee cognizance of the North African.. situation (IAC-M-350, item 2 b).
In the course of a discussion of recent information bearing on
the Taiwan Strait situation, Mr. Sheldon referred to the recent findings
of the Taiwan Strait Committee on these developments. He also raised
a question as to the future status and functions. of that Committee. After
discussion, the members agreed that the Taiwan Strait Committee should
be dissolved, with the understanding that the Watch Committee would
assume general cognizance of the Taiwan Strait situation and continue
to watch developments in that area carefully.
3. Report on Inspection Problems

The Chairman noted that this was a. technical .paper . which had
been. prepared by an ad hoc group of. experts, including.a.. number of
individuals outside of the intelligence community, to meet a. specific
request by the Department of State. He suggested that the letter of
transmittal should therefore indicate the manner in which the report

had bee4. prepared, and state that it was not to be considered or used
as an intelligence paper which had been formally approved by the
IAC or CIA. The members concurred in this suggestion.
During the course of the discussion, Mr. Cummingg expressed
the appreciation of the State Department for the work done by the
working group, stating that the paper was very useful and would
satisfactorily meet the Department's requirement. With respect to
the question of further studies of this problem (paragraph 3, page 3),
Mr. Cumming noted that the Department did not contemplate. requesting
such additional studies at this time. In his comments., General Schweizer
emphasized that certain statements in the report (e. g.., paragraph 4 c)
should be treated with caution and read only in the context of the entire
report, since their validity depended on the extent to which many
pertinent factors had been considered.
Following their exchange of views the members noted the
Chairman's statement that he would forward this report to the State
Department with a letter of transmittal drafted in the light of this
discussion.
Dr. Allen expressed his thanks to those individuals, both in
Washington and in the field, who had assisted in the preparation of
this report.
