1. Change of Air Force Member
The DCI expressed the members' appreciation of the very
substantial contribution of General Lewis to the work of the IAC
and to US intelligence. He welcomed General Walsh as Air Force
member. General Lewis thanked the members for their unreserved
cooperation and expressed his confidence in the continuing progress
of US intelligence.
2. House Appropriations Committee Request
The DCI stated that, during a recent House Appropriations
Subcommittee hearing on the CIA budget, Mr. Cannon, the Chairman
of the Subcommittee, had requested that the DCI furnish an over-all
estimate of the expenditures of the US intelligence community. The
DCI in reply had stated that, though he had certain coordinating
responsibilities, he did not have jurisdiction over the expenditures
of any of the intelligence components of the government other than
CIA and that he had no direct knowledge of their expenditures. Certain
computations had been made by the Bureau of the Budget but that as far
as the DCI knew these had not been accepted by the agencies concerned.
The DCI stated that, in view of Mr. Cannon's insistence, some
further response to him was necessary. After a discussion by the
members of the differing budgetary practices of the components of
the intelligence community, the DCI concluded that he would have to
consider further what he should do with respect to Mr. Cannon's
request. The DCI indicated that he would discuss the matter with
the Budget Bureau.

7. Memorandum from GMIC re US
Equipment for USSR Satellite
(IAC-D-81 / 14. 17, 30 April)
The members noted the GMIC memorandum and agreed that,
provided the Exchange Committee has no objection, the DCI should
address a letter to the Secretary of the Navy (a.) expressing IAC
endorsement, from an intelligence viewpoint, of the provision to the
USSR of a mass spectrometer to be flown in an IGY.-type rocket or
satellite, and (b) informing the Secretary that the IAC Critical
Collection Problems Committee will monitor subsequent intelligence
developments. Mr. Cumming agreed to notify the DCI of the position
of the Exchange Committee.
